The Banking Regulation (Amendment) Bill, 2020 – Replaces an Ordinance

Strengthens the regulatory framework of co-operative banks, and enables RBI to prepare a scheme for reconstruction or amalgamation of a banking company without imposing a moratorium.

The Taxation and Other Laws (Relaxation of Certain Provisions) Bill, 2020 – Replaces an Ordinance

Addresses the challenges faced by taxpayers in meeting the statutory and regulatory compliances due to the outbreak of COVID-19 pandemic.

The Bilateral Netting of Financial Contracts Bill, 2020

Enables India to become a major market for the Over The Counter (OTC) Derivatives products and strengths the financial stability of the country.

The Factoring Regulation (Amendment) Bill, 2020

Permits Non-Banking Financial Companies (NBFCs) other than NBFC-Factors to undertake factoring business and Trade Receivables Discounting System (TReDS) entities to act as agents for financiers for filing of registration of charge with the Central Registry.

The Pension Fund Regulatory and Development Authority (Amendment) Bill, 2020

Amends the Pension Fund Regulatory and Development Authority (PFRDA) Act, 2013 to separate NPS Trust from PFRDA and ensures universal pension coverage.

The Salary, Allowances and Pension of Members of Parliament (Amendment) Bill, 2020 – Replaces an Ordinance

Reduces the salary of Members of Parliament by 30% for a period of one year commencing from April 1, 2020 to meet the exigencies arising out of COVID-19.

Health and Education

The Homoeopathy Central Council (Amendment) Bill, 2020 – Replaces an Ordinance

Extends the tenure of Board of Governors for a period of one year.

The Indian Medicine Central Council (Amendment) Bill, 2020 – Replaces an Ordinance

Provides for supersession of the Central Council of Indian Medicine by the Board of Governors for a period of one year.

The Epidemic Diseases (Amendment) Bill, 2020 – Replaces an Ordinance

Provides preventive measures for the violence against ‘health care personnel’ and damage of property during the COVID-19 pandemic.

The National Commission for Allied and Healthcare Professions Bill, 2020

Maintains standards of education and practice through the constitution of central and corresponding state councils for allied and healthcare professions.

The Assisted Reproductive Technology (Regulation) Bill, 2020

Establishes the national and state level boards and the national registry for the regulation and supervision of assisted reproductive technology clinics, and technology banks for safe and ethical practice of assisted reproductive technology services.

Agriculture

The Essential Commodities (Amendment) Bill, 2020 – Replaces an Ordinance

Empowers the central government to control the production, supply, distribution, trade, and commerce in certain commodities, increases competition, and enhances farmers’ income.

The Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Bill, 2020 – Replaces an Ordinance

Creates an ecosystem to facilitate remunerative prices through alternative trading channels, promotes inter-state and intra-state trade and commerce of farmers’ produce outside the physical premises of markets, and provides a framework for electronic trading.

The Farmers (Empowerment and Protection) Agreement on Prices Assurance and Farm Services Bill, 2020 – Replaces an Ordinance

Provides a national framework on farming agreements to protect and empower farmers to engage with agri-business firms, processers, aggregators, wholesalers, large retailers, and exporters for farm services and sale of future farming produce at a mutually agreed remunerative price framework.

The Multi State Cooperative Societies (Amendment) Bill, 2020

Rationalises government’s role, increases members’ participation in the working of multistate cooperative societies, promotes functional autonomy and professionalisation, and protects interest of the depositors and members.
