Functioning of the 14th Karnataka Legislative Assembly

The elections for the 15th Karnataka Legislative Assembly are scheduled to be held on May 12, 2018.  This note presents an overview of the sittings and legislative work done by the 14th Assembly (2013-2018).

The 14th Assembly sat for an average of 49 days in a year, higher than the 13th Assembly…

  • In comparison to 178 sitting days of the 13th assembly, the current assembly sat for more number of days (244). 
  • The Karnataka assembly sat for an average of 51 days per year between 2013 and 2016, the highest among 20 states for which we have data.

… and passed 207 Bills; Education ministry piloted the maximum number of Bills.

  • Of the 31 Bills in the education sector, 20 were related to higher education.  Under the revenue ministry, 23 Bills related to amendments in the Stamp Act or Land Reforms and Revenue Acts.
  • Of the 207 Bills passed, 144 were amendments to existing legislation and 38 were new Bills.  25 were Appropriation Bills to draw funds from the State Consolidated Fund.

92% Bills were passed within a week of their introduction in the Assembly

  • Other than Appropriation Bills (all passed on the same day), 45% of Bills were passed on the same day as their introduction in the Legislative Assembly.  These include the Karnataka State Motor Vehicles (Special Provisions) Bill and the Karnataka Professional Educational Institutions (Regulation of Admission and Fixation of fee) Bill.
  • Bills passed more than a week after their introduction included the state GST Bill and the Karnataka State Universities (Amendment) Bill.
