The National Advisory Council is looking to make major changes to the draft Food Security Bill.  The different approaches range from targeting the poorest sections to begin with or start with supplying 15kg per month to a household and gradually increase it.

As a result of recent spate of honour killings, the government plans to appoint a Group of Ministers to look into the matter and talk to the states. There have been divergent suggestions from treating it like murder to making changes in the Special Marriages Act.

Food Bill: NAC Asserts Itself

The NAC asserts itself in rejecting the draft bill forcing the Government to set up an Empowered Group of Minister (EGoM).  There are many facets which it needs to look at in its next meeting on July 14.  The new draft bill has proposed that the PDS should shift towards a smart-card-based system that ties in with Aadhaar, the government’s programme to provide a unique identity to all residents. This would also tackle the issue of bogus cards.

The NAC is looking at a draft Communal Violence Bill. According to the report this bill is not going down too well with civil society organizations who want a separate commission to look into it. The Council is instead suggests recognition of certain areas as communally disturbed areas and giving certain special powers to the centre depending on the case.

The Union Cabinet approved the amendment of provisions under Section 13 of the Arms Act, 1959 where the time for police verification would be set to 60 days for proper verification to issue a arms licence to the applicant.
