		<description>Dear PRS,

It goes without saying the database goes bounds beyond anyone&#039;s basic expectations, especially for the research. I though needed a clarification. What is the exact period of time for which the database of the Bills that has been provided. I am actually researching on the amendments to the Representation of the People Act, 1950 and 1951.

		<description>I would say if the IPC and Prevention of Corruption Act had been effective there would have been no need to have a Lokpal but as we all see its not the case. Every day we hear news about swiss accounts of politicians and some Govt server being caught possessing huge amount of unaccounted money. Needless to say the corruption we see ourselves prevailing in various govt departments. 

As a citizen we are not concerned whether you call it Lokpal/Lokayukta, IPC or Prevention of corruption all we want is a corruption free country.</description>

The GATT Agreement itself provides a usable exception in Article 3(8): 

Article III: National Treatment on Internal Taxation and Regulation
8. (a) The provisions of this Article shall not apply to laws, regulations or requirements governing the procurement by governmental agencies of products purchased for governmental purposes and not with a view to commercial resale or with a view to use in the production of goods for commercial sale. 

(b) The provisions of this Article shall not prevent the payment of subsidies exclus­ively to domestic producers, including payments to domestic producers derived from the proceeds of  internal taxes or charges applied consistently with the provisions of this Article and subsidies effected through governmental purchases of domestic products.

Thus, by crafting any further regulation under this policy to fit within this exception, India 
would not fall afoul of its obligations under GATT.
