Plan vs. Performance: Budget Session 2009- February 12 to February 26

The Parliament concluded its last session before the next general elections on February 26. While 21 Bills (other than the budget related bills) were planned to be passed during the session, only eight were passed. Some of the important Bills that were not passed include the Seeds Bill, the SC and ST Reservation in Posts and Services Bill, and the Pension Fund Bill. This report compares the actual legislative business during the session with the initial agenda.

This note lists the legislative business planned by Parliament and compares it with the actual performance during the Budget Session (February 12 to February 26, 2009).

The Lok Sabha and Rajya Sabha sat late on several days to discuss the supplementary demands for grants and other legislation. During the Session, Lok Sabha worked for 98% of the scheduled hours and Rajya Sabha worked 10% more than the scheduled time.
