Bills Passed by Parliament during the Winter Session

*The Salaries and Allowances of Ministers (Amendment) Bill, 2009	Includes relatives and companions in the list of persons eligible for free travel within the prescribed limit.
*The Civil Defence (Amendment) Bill, 2009	Includes disaster management as a part of the definition of Civil Defence in the Principal Act.
*The Payment of Gratuity Amendment) Bill, 2009	Expands the definition of an “employee” for covering teachers as eligible for gratuity benefits.
*The State Bank of Saurashtra (Repeal) and the State Bank of India (Subsidiary Banks) Amendment Bill, 2009	Merges the State Bank of Saurashtra with State Bank of India and amends the SBI (Subsidiary Banks) Act, 1959.
The Rubber Amendment Bill, 2009	Amends the Rubber Act, 1947 to delicense rubber planting and enable refund of excise collected from 1961 to 2003.
The Legal Metrology Bill, 2008	Regulates the use of weights and measures in India.
*The National Rural Employment Guarantee (Amendment) Bill, 2009	Seeks to rename NREGA after Mahatma Gandhi.
*The National Capital Territory of Delhi Laws (Special Provisions) Second Bill, 2009	Seeks to maintain status quo on encroachments in Delhi for a period of another one year.
*The Appropriation (Railways) No. 4 Bill, 2009	Authorises expenditure of the Railways.
*The Essential Commodities (Amendment and Validation) Bill, 2009	Replaces the Ordinance to replace the concept of minimum price of sugarcane with the fair and remunerative price (FRP) mechanism.
*The Competition (Amendment) Bill, 2009	Replaces the Ordinance to expedite the winding up of MRTPC after the formation of CCI and CAT.
*The Jharkhand Appropriation (No. 3) Bill, 2009	Authorises expenditure from the Consolidated Fund of Jharkhand.
*The Appropriation (No.4) Bill, 2009	Authorises expenditure from the Consolidated Fund of India.
*The Jharkhand Contingency Fund (Amendment) Bill, 2009	Replaces the Ordinance to provide additional funds for Rs.350 crore to Jharkhand for drought relief.
The Representation of the People (Amendment) Bill, 2009	Bans conduct and publication of exit polls during the election period and increases the security deposit of candidates.
*The Central Universities (Amendment) Bill, 2009	Bifurcates the central university in Jammu and Kashmir.
The Workmen’s Compensation (Amendment) Bill, 2009	Enables the revision of wage ceiling and omits several restrictions, also substitutes the word ‘workman’ with ‘employee’.

Merges the State Bank of Hyderabad with State Bank of India.

The Coinage Bill, 2009

Replaces 4 Acts to regulate the minting use and destruction of coins used as legal tender.

The Commercial Division of High Courts Bill, 2009

Seeks to set up commercial division in the high courts for adjudicating commercial disputes over Rs 5 crore.

16 Dec 2009 Referred to RS Select Committee

The Trade Marks Amendment) Bill, 2009

Provides for protection of international trade marks in India and for Indian trade marks in other countries, in line with Madrid Protocol.

04 Dec 2009 Passed by LS

The Constitution (One Hundred and Eleventh Amendment) Bill, 2009 (Insertion of new article 43B and new part IXB)

Amends the Constitution to include framework for cooperative societies.

30 Nov 2009

The Constitution (One Hundred and Tenth Amendment) Bill, 2009 (Amendment of article 243D)

Increases the reservation for women from one-third to 50% of the total number of seats and offices of Chairpersons in Panchayats at each level.

26 Nov 2009

The Foreign Trade (Development and Regulation) Amendment Bill, 2009

Seeks to have a tighter regime on trade of goods that could be used for military and civilian purposes — known as dual use items and imposes quantitative restrictions on such goods.

The Constitution (One Hundred and Twelfth Amendment) Bill, 2009 (Amendment of article 243T)

Seeks 50 percent reservation for women in urban local bodies.
