PRS Legislative Research is organising its Fourth Annual Conference on Effective Legislatures on December 7, 2011 in New Delhi. The conference provides a forum to bring together a wide range of stakeholders to exchange ideas on important issues pertaining to the functioning of our legislatures.

In this session, we look at how consultations with the public can be held both before a Bill is introduced in Parliament as well as during the process of legislation. Are all bills placed in the public domain before introduction? Is the pre-legislative consultation process adequate and how can it be enhanced?
