  • The National Institutes of Technology, Science Education and Research (Amendment) Bill, 2013 was introduced in the Lok Sabha on March 4, 2013 by the Minister of Human Resource Development, Mr. M.M. Pallam Raju.
  • The Bill amends the National Institutes of Technology, Science Education and Research (Amendment) Act, 2007 (NITSER Act) and repeals the Bengal Engineering and Science University, Shibpur, West Bengal Act, 2004. 
  • The National Institutes of Technology Act, 2007 (NIT Act) declared certain institutions of technology Institutions of National Importance and provided for research and training in these institutes.  These institutes were listed in the First Schedule.  The Act was amended in 2012 and a number of new Institutes were included within the ambit of the Act.  A second schedule was added and the new Institutes were listed under it.  The amendment also changed the title of the Act to National Institutes of Technology, Science Education and Research Act, 2007. 
  • Incorporation of Bengal Engineering and Science University, Shibpur: The current amendment Bill seeks to add a Third Schedule to the NITSER Act to incorporate the Bengal Engineering and Science University, Shibpur, West Bengal under it.  It also changes the name of the university to the Indian Institute of Engineering Science and Technology, Shibpur. 
  • Transitional Provisions: The authorities of BESU, Shibpur will continue to function until a new authority or authorities are appointed after which the old authorities will cease to hold office.  Until new Statues and Ordinances are made for BESU, Shibpur under the NITSER Act, the old Statutes and Ordinances will continue to apply unless they are inconsistent with the NITSER Act. 
  • Council: A common Council will established for all institutes established under the First Schedule, Second Schedule and Third Schedule.
