Mr. Chakrabortty, the competition is intended for promoting an interest in public-policy among students. Hence the eligibility criteria.
Dear Sir/Madam, is there a separate prize for the best analysis for each of the Bills mentioned i.e. one for the Regulatory Reforms Bill and another for the National Identification Bill, or will only one winner be picked from among entires corresponding to both Bills? I ask because from a cursory reading, one bill appears nearly twice as large as the other.

Three winners will be announced regardless of which Bill is being analysed. There are no separate prizes for both the Bills. The length of the Bill does not necessarily mean that the Bill is harder to analyse than a shorter one.

You may choose to do either depending on your presentation skills. There is no hard and fast rule. As long as the analysis is easy to read and understand,there should not be a problem with either.
How are we supposed to give a 1 inch margin to a word document?. Do you mean left indentation?

The names of the winners will be announced on the ANALYSIS page on the last week of September. All participants will also be mailed the names of the winners at that point of time.
If the font size for text is 10, what is the font size for footnotes?

you may have any font-size for the footnotes, not exceeding 10. 8 or 9 is preferable, as anything smaller than that will not be legible.

please read the comment again. The BA student who queried about the eligibility criteria is not eligible.
Does three pages mean, six sides i.e. two sides to a page, or does it mean three pages?

Three pages means three sides/pages, not six-sides. All entries have to be sent in by e-mail. So there is no question of sending a double-sided entry.
