ANALYSIS is an excellent opportunity for students interested in public policy. Now being organised for the fourth year in succession, it is a national-level competition focusing on analysis of legislation. The competition is aimed at familiarising focussed young people with the realm of policy-making. Over the last three years, we have had high-quality entries from over a hundred colleges throughout the country.

To participate, submit a three-page analysis on any ONE of the following Bills:

The Regulatory Reforms Bill

The Regulatory Reforms Bill,2010
In recent years, a number of regulatory bodies (such as the Insurance Regulatory and Development Authority, and Telecom Regulatory Authority of India) have been set up to regulate players and consumers in different sectors. The Bill has been prepared to give effect to certain common principles of regulation. This draft Bill will apply to both existing and new regulators in sectors such as electricity, oil and gas, telecommunications, internet, airports, ports and others. The Bill sets out a common institutional framework for different regulators, their role and functions, their accountability to the legislature, and their interaction with markets and the people. The Bill will also govern how regulators in different sectors will determine tariffs, enforce performance standards, and promote investment and competition.

The National Identification Authority of India Bill, 2010
The UPA government has announced its intention to assign unique identification to all Indian residents. To oversee the operational aspects of this project, the Unique Identification Authority of India was set up. The Bill has been prepared to create a legal framework for such a body by establishing a National Identification Authority of India. The Authority will be created to issue Aadhaar numbers. The Bill contains provisions for the structure of the Authority, and its functions and powers. Aadhar numbers will be unique identification numbers issued to residents of India. The Bill will regulate the issuance of Aadhaar numbers, the manner of authenticating individuals to provide greater access to benefits and services, and make certain acts related to these activities illegal.

Eligibility criterion

The competition is open to post-graduate students or law students studying in any recognized institution in India.

Guidelines for submission Content

The analysis of the legislation should include:

A brief overview of the legislation;and
Some of the most critical issues with the Bill. Issues may include (among others)

Whether the Bill meets the objectives for which it is being introduced,
Issues relating to the implementation of the law,
Compatibility with the Constitution,
Conflict with other laws and policies.

The analysis should inform, explain and clarify; it should not take a partisan position or give recommendations. Published opinions to support arguments may be cited, if necessary.
The analysis of the legislation is intended to cater to a discerning individual with no background of the particular subject. The analysis should be easy-to-understand and jargon free.
Use of statistics, comparison with existing laws and similar laws in other countries is encouraged.

Format of submissions

The analysis must be no longer than three pages (including foot notes).
Paper size: A4; Margins: one inch; Font: Times New Roman 10 size.
The analysis should be accompanied with a cover sheet containing

The name of the participant,
The name of the institution where the participant is enrolled,
The course that the participant is pursuing, and
Contact details

Submission of entries

Entries should be emailed to competition@prsindia.org as a Microsoft Word file.Last date for submission of entries is 23:00 hrs IST on Sunday, September 5, 2010.

The Prize

1 st Prize          : Rs 25,000

2 nd Prize        : Rs 20,000

3 rd Prize        : Rs 15,000

The winners will be announced in the last week of September.

Other terms and conditions

One entry per individual is allowed. Joint submission shall not be entertained.
The analysis submitted should be original and unpublished.
The participants shall indemnify and keep indemnified PRS Legislative Research against all claims and legal proceedings arising out of submission of entries in ANALYSIS 2010.
Entries shall become the property of PRS Legislative Research. PRS shall have the right to publish and/or reproduce the entries in any form or manner, with due credit to the author.
PRS Legislative Research reserves the right to withdraw the awards made if any of the information submitted by a participant is found to be incorrect.

Dear Sir/Madam, is there a separate prize for the best analysis for each of the Bills mentioned i.e. one for the Regulatory Reforms Bill and another for the National Identification Bill, or will only one winner be picked from among entires corresponding to both Bills? I ask because from a cursory reading, one bill appears nearly twice as large as the other.

Three winners will be announced regardless of which Bill is being analysed. There are no separate prizes for both the Bills. The length of the Bill does not necessarily mean that the Bill is harder to analyse than a shorter one.

Are students of Indian School of Business, Hyderabad eligible?

Should the overview be written like an essay or in the form of points like given in your torture brief?

You may choose to do either depending on your presentation skills. There is no hard and fast rule. As long as the analysis is easy to read and understand,there should not be a problem with either.

How are we supposed to give a 1 inch margin to a word document?. Do you mean left indentation?

If the font size for text is 10, what is the font size for footnotes?

you may have any font-size for the footnotes, not exceeding 10. 8 or 9 is preferable, as anything smaller than that will not be legible.

Does three pages mean, six sides i.e. two sides to a page, or does it mean three pages?

Three pages means three sides/pages, not six-sides. All entries have to be sent in by e-mail. So there is no question of sending a double-sided entry.
